Higher Costs Cited as US Shuts Down Coal Project

The New York Times reported "The Energy Department on Wednesday canceled its main program for demonstrating how to use coal without adding to global warming, saying the project needed an overhaul to rein in soaring costs."

I can't figure out from the article if it's legitimate to rethink this program or if Bush is backing away from supporting clean coal (which I know is an oxymoron). I do know that after the Big Dig as project going from $1 billion to $1.8 billion doesn't sound like a big deal. After all it's still less than 2 days in Iraq, but still $1 billion is real money.
