The Boston Globe wrote Many towns already deep into their snow removal funds "With winter less than three weeks old, some area communities have already run through a third or even half of the amount they budgeted for snow removal this year."
That seems kinda ridiculous to me. Well, another big storm is coming on Tuesday.

I seem to recall a story like this every winter. I think the article caught the main reason saying that budget overruns for snow removal are not generally scrutinized. This leaves little reason to budget appropriately, or to try to stay within that budget. Of course it probably makes sense to set the budget for the lowest likely cost, as I think most departments would find a way to spend at least what they were allocated.
