He attributes it to Dwight Eisenhower who wrote it November 8, 1954. Nice.

My how times have changed.
Unfortunately, the Texas Oil millionaires got together and elected George W. Bush.
Today, by the current standards of the post-Reagan Republican Party, both Eisenhower and Nixon would be considered liberals and big spenders.
Eisenhower for comments like the one quoted and for the Interstate Highway system, and Nixon for creating the EPA and for suggesting national health insurance.
